Job Description
This position is responsible for the procurement of a variety of highly complex goods and non-professional services. This is an entry-level position and you should or will become familiar with procurement laws, regulations, policies and procedures as well as strategic analytics. Writes and issues IFB's and RFP's and all associated activity under the guidance of the Associate Director of Procurement and Contracts. Receives and evaluates bids and proposals and makes award determination. Establishes, manages, maintains and administers various types of contracts. Coordinate procurement activities, write reports, attend meetings, lead training sessions, and provide briefings to management as requested.
Required Qualifications
Demonstrated experience with procurement of goods and non-professional services. Must be customer-service oriented.
Ability to interpret a diverse array of contractual terms, conditions and contract language. Work as a team member; act as a team leader and performs in a project management role. Deal effectively with coworkers, vendors, university representatives, the general public, and other governmental entities; think creatively, prioritize tasks, take initiative, attend to details, maintain a professional attitude.
Must be able to communicate efficiently both orally and in writing. Should be efficient in MS Office software including, Word, PowerPoint and Excel.
The incumbent will be required to obtain a CUPO within two years of hire.
Preferred Qualifications:
• Working knowledge of the Commonwealth of Virginia Procurement Manual for Institutions of Higher Education and Their Vendors.
• Three years of public procurement experience.
• CUPO and or Professional Purchasing Certification; and
• Work experience with the Commonwealth of Virginia's e-Procurement Systems (eVA).
• Advanced knowledge of skills using word processing, presentation and spreadsheet program including Microsoft Office applications.
